Person in charge of all operations, usually of a menial nature, dates from the mid-19th century. One of the earliest citations is a photograph of a cook amongst a group of Union soldiers in the American Civil War, and beneath the cook's name is the caption 'chief cook and bottle washer'. The origin is thought to be from the military.
