This ancient concept on childcare appeared in different forms in both Greek and Latin, but with essentially the same meaning, long before it appeared in its current form in English in Samuel Butler’s satirical poem Hudibras in 1664. It is hardly ever taken literally these days. A modern interpretation would be refrain from discipline and spoil the child.
