Fry is a rarely used word today that meant small fish or small children and dates in this context from as far back as the 1400s. It was probably a medieval term of affection. The English surname Fry means ‘small person’. The expression small fry was resurrected in America in the early 1800s and refers to people or things that are relatively unimportant or trivial.
