When used figuratively, it means to re-gain one’s strength and energy, from the obvious, literal allusion of recharging a battery as the source of electrical energy. It dates in this figurative sense from the early 20th century, c. 1921, whereas the literal recharging of batteries has been going on since the late 18th/early 19th century.
