Eric Partridge has this as British slang for penis from c. 1917. During the 1970s, it acquired its less offensive meaning of a stupid, inept person and it was used repeatedly in this context in the BBC (British Broadcasting Corporation) TV series Only Fools and Horses that ran from 1981 to 1991.
