This expression is from the 16th century and describes a harmless, timid person. It is sometimes expressed as would not say ‘shoo’ to a goose. Apparently, geese are easily intimidated if one stands one’s ground and shouts at them. While most country people may know this, anyone who has been attacked or chased by geese would vehemently disagree.
