In the sense of to beat or thrash, administer a licking, is British slang that dates from the early 1500s. Lick as in a lick of paint means a spot or small quantity and this usage dates from the late 1500s. In the sense of going at a fair lick, where lick means a fast pace, is dialectical usage from the early 19th century.
