This has been a vulgar, insulting invitation, but not a literal one, since the early 18th century when it would have been ‘kiss mine arse’. As an exclamation, it can variously indicate contempt, disrespect or disbelief. It can also be a refusal to comply with a request. When used in this way, as an exclamation, it has a different meaning to ‘kiss someone’s arse/ass.
