High can mean intoxicated from alcohol and dates in this sense from the 1600s but from the 1930s could also mean intoxicated from drugs and in this sense the usage was originally American but is now widespread. Also as a noun, a high can mean a peak or a highpoint in production, sales etc, and this usage dates from c.1940.
