Colloquial for 'in my opinion' in the sense of being so sure about something ot other that one is willing to put money on it. It dates from the 17th century. Sometimes, for even greater emphasis and surety, it appears as 'for all money' in the sense that something is so certain that no amount of money should should be wagered against it.
