Most sources attribute this expression to Punch Magazine in 1884. The exact words were, 'Don’t look at me, sir, with - ah - in that tone of voice', but it appears that an earlier citation is, in fact, American, from the 1875 one-act comedy, Off the Stage by Sydney Rosenfeld, where a character named George says, 'Oh, don't look at me in that tone of voice - I mean in that manner.' It would seem that Punch has been beaten to the punch by some nine years.
